Hurricane Beryl showed how long outages can last
Hurricane Beryl came ashore in Texas on July 8, 2024 as a Category 1 storm. At the peak, CenterPoint Energy reported more than 2.26 million customers without power.
About 55 hours into restoration, CenterPoint had restored more than 1 million of them. On July 17 it said more than 98% had power back, and it expected to restore everyone who could take power by Friday, July 19. That is about 11 days after landfall.

Hurricane season runs June 1 to November 30
The Atlantic hurricane season, which includes the Gulf, runs from June 1 to November 30, with the peak around September 10. Storms sometimes form before or after those dates, so it pays to have a generator installed and tested well before a storm is in the forecast.

Never backfeed: use a transfer switch
Never plug a generator into a wall outlet or connect it straight to your home's wiring. That sends power back into the utility lines, called backfeed, which can injure or kill line workers and damage your home's electrical system.
CenterPoint advises using a transfer switch installed by a qualified electrician. If you use a portable generator, run it outdoors at least 20 feet from the house, doors, and windows because of carbon monoxide.

Permits depend on where you live
City of Houston: a standby generator needs an electrical permit, and only registered master electricians can get one. The city publishes a Residential Standby Generator Permit and Inspection Guideline (CE-1060).
Unincorporated Fort Bend County: the County Fire Marshal is the permitting authority and reviews construction, mechanical, electrical, and plumbing plans.
Everywhere else, including Katy, Fulshear, Richmond, and Brookshire city limits and unincorporated Harris or Waller County: check with your city or county before work starts, or ask your installer to pull the permit.

Your HOA can regulate a standby generator, but it can't ban one
Under Texas Property Code 202.019, an HOA may not prohibit or effectively prevent a permanently installed standby generator. The law covers units that run on natural gas, LP, diesel, biodiesel, or hydrogen, are fully enclosed, connect through a transfer switch, and are rated 7 kW or more.
The HOA can require installation to manufacturer specs and code, licensed contractors for the electrical, plumbing, and fuel-line work, screening if the unit can be seen from the street or a neighbor's property, reasonable testing times, and rules on where the unit goes.
A location rule can't be enforced if it would raise the generator installation cost by more than 10%, or the electrical and fuel-line cost by more than 20%. LP fuel-line connections must follow Railroad Commission of Texas rules.
